The present thesis offers contributions to the practice of Technical Assistance in Social Housing (ATHIS) in favelas, based on constructive practices carried out in the Tijolinho housing complex, located within the Nova Holanda´s Favela in the Maré area of Rio de Janeiro. This study addresses the following questions: How is the construction project materialized through a participatory process? How are the dimensions, openings, and layouts of spaces defined? What aspects are considered when choosing materials and construction techniques? Is structural safety considered? Are the construction techniques identical to those used in formal construction? Are occupational safety equipments utilized? What dynamics influence the planning of ATHIS on favela´s area? Through a participatory ethnographic methodology, the field research is complemented by references on technical assistance and advisory services, the history of housing programs in Brazil, and the history of Maré's fight for housing from its formation to the creation of the Tijolinho housing complex in Nova Holanda´s favela. The study concludes that a a realeffective ATHIS in favela territory depends on five key premises: the professional qualification of ATHIS practitioners, differentiated planning to address the peculiarities of favela, appropriate professional remuneration, improvement in the resource management process, and support from organizations in legislative reviews.
